The Story of Richard Chichakli

This is about the matter of Richard Chichakli, the US Army Veteran and business professional who is being persecuted by the Bush administration since April, 2005.  Richard is not indicted, charged, or officially accused of violating the laws of the United States, Richard's situation is based upon "false allegation" and it is not a matter that is subject to the legal system of the United States.

The allegation raised by the Bush administration are based upon an impossible theory suggesting that while residing in the US, Richard Chichakli has been, for more than 10 years, the Chief Financial Officer in charge of managing the day-to-day activities of a global business entity located on the other side of the world.  The allegation and the theory are implausible because:

• Richard is not, and was not ever an employee of the entity referred-to by the government. Richard did not ever transacted, contracted, received or delivered, nor signed any financial transaction, nor received a salary and/or employment benefits fro the entity referred to by the government.

• Richard was not ever identified, named, or recognized as an employee of the entity referred-to by the government by any of the entity's own directors, officers, managers, employees, vendors, and customers.

• Richard was a soldier serving in the United States Army and then was a full-time employee of the US Department of Justice during most of the stated period.

• Richard was in the United working as a full-time employee, student, CPA, and a part-time college professor during the stated period.

• Richard had no relation with the entity used by the Bush administration as a cause after the said entity was sanctioned by Bush in 2004. All acquaintances between Richard and the entity are well prior to July 2004 when no prohibition was in-effect.

At the time the situation surfaced in 2005, all the Bush administration knew about the relation between Richard Chichakli and a person named Victor Bout was the unreliable, uncorroborated, and unsupported tales found on the internet, and what they've heard from those promoting these fabrications for their own benefits. ALL of what the Bush regime used was delivered by a known propaganda proliferation named Douglas Farah; and all Farah used was produced by a former UN contractor, and another self-proclaimed expert named Johan Peleman. 

• Farah claimed expertise in all and every the aspects catering to the Bush regime's fear tactics; however, limiting his accusations and alleged finding to entities that are declared enemies of the US, and entities outside the US, Europe, and anywhere else where he could be sued for liable.

• Peleman claimed expertise in about anything that would secure consulting contracts with the United Nations particularly in Africa, and particularly in war-zone countries, where no verifications can be obtained and no checks and balances exist.

Five years have elapsed since this situation started, and plenty of developments took place throughout these years. The most important were:

• The government failed to substantiate any of the story it propagated as causes for action against Richard, directly or via its propaganda channels. Thus, bringing the investigation upon which the government case is based, to a close. 

• In order to maintain the persecution and keep the Treasury protected from being sued again, the Bush administration ordered the opening of a new investigation against Richard Chichakli for allegedly doing business with a US person; an alleged violation of the Economic Power Act. 

• Richard survived several liquidation attempts with apparent link to the Bush regime, including an extra rendition to Syria in 2006

• The government failed to prove or substantiate any of the allegations that were ever propagated about Victor Bout throughout more than 10 years, and it reverted to making-up new scenario upon which Bout was arrested in Thailand.

Richard Chichakli is not what the government tried and failed to portray, Richard is a person with knowledge, abilities, and traits that set him apart from the crowed, that how he was as a soldier in the US Army, a father, a professor and educator, and a manager and entrepreneur. Richard is an ordinary man who's personality, education, background, and abilities granted him access to extraordinary people and places. Dining with a king does not make you a king, and dining with an alleged arms dealer does not make you an arm dealer. 

Richard is an extraordinary accountant, there is no other CPA in the US or the world that holds the same qualification as Richard does, that is why he was used to validate the fiction of Victor Bout empire. An empire that is about as real as Iraq weapons of mass destruction. This is Richard Chichakli, and you must ask " if the government know it and can show it, how come they failed to prove it?"
