This Case

This case is not about facts, not about justice as in right or wrong, nor is it about Victor Bout all together. If this case was about facts and justice, the US government knows that what the Bush administration alleged is undeniably false regardless the source of allegation.

Facts

The allegation that Richard was an Employee/Associate of Victor Bout for more than 10 years is false because Richard was a Federal Employee during that time; that is a federal employee of the United States Department of Justice and/or the United States Army. Facts also show that during that same time Richard was a professor of accounting or information systems teaching hundreds of America's youth, in universities and colleges in the United States. Facts also show that Richard was serving hundreds of clients and taxpayers in his accounting practice.  Facts are not what the Bush administration is accustomed to deal with or consider.

Justice

The allegations against Richard Chichakli are also not about justice. Justice is served in a court of law and is determined according to a known set of rules and procedures, not by a political entity like OFAC which is appointed by one person to serve that person’s objectives and political agenda, the political agenda of the Bush administration.  Richard resorted to the American legal system seeking justice and appealed to the US court to determine his guilt or innocence, the Bush administration blocked his case from trial and denied him right for a trial.

Victor Bout

This case is not about Victor Bout either. Victor Bout was investigated over and again by everybody, governments, law enforcement, international organizations, media, interest groups, and individuals. All of these investigations concluded that he got to have to be the one; however, no one was able to show evidence or prove any of the allegations. Subsequently, the Belgian government closed its case and cleared Victor Bout after 10 years of intense investigation, the UN had done that earlier, and the UAE did the same. There were plenty of allegations but no evidence, those who made the allegations wanted the world to “take their words for it”, and, indeed most of the world has done that. Richard questioned how can this man be so huge as described and no one can show evidence against him, an aircraft with a load of weapons, a forged document, a human to stand up in court and testify. For asking these questions Richard became the enemy of the “system” and accordingly, he was made to pay the price.

On March 6th 2008 US federal agents staged a raid and arrested Victor Bout in Thailand. The arrest was not for any of the allegations we heard for 10 years, but for new accusation alleging that Victor was conspiring to sell arms to Colombia. The whole world understood and expected that the US has done everything by the law and has all the evidence to bring Victor Bout to trial. Unsurprisingly, the extradition hearing has been going for seven months, the evidence seems hard to display, the allegation is again difficult to prove, the alleged government witnesses have evaporated, and the US attempt to kidnap Victor Bout from Thailand failed after the entire arrest was shown in court to be illegal.  

This case is not about facts, justice, or Victor Bout; it is about politics and cover-up, about creating a diversion regarding certain matters the Bush administration wanted done.  That is why Condoleezza Rice approved what Collin Powell disapproved before. Nothing changed in what the Bush administration knew about Richard Chichakli or his relation to Victor Bout since they came to power in 2000; however, after Bush reelection Condoleezza Rice was willing to do for George Bush what her predecessor thought to be outrageous.
